I found CA to be a surprise - no one greeted their neighbor--interestingly-since the 1994 earthquake-things have changed for the better-in my neighborhood at least...

Social welfare programs are not intended to benefit the poor and the needy. They are a government jobs program for constituents. About 80% of your welfare dollar goes to pay for the administration of the welfare system. Only the crumbs are tossed to welfare recipients.
This applies equally well to poor veterans who no longer serve an economically productive purpose.
